up involving 13, 15 or 20 vehicles. Whatever action needs to be taken must come from having identified the root cause of that problem. In Kenya, we have very rogue driving habits, even here in Nairobi. I was actually shocked by the way a matatu handled me yesterday. I was holding my breath for quite some time. There was traffic jam and there was no space. All of a sudden it gave itself some space from nowhere. I even wondered how it got space. This is a very rogue driving habit which the late Hon. Michuki did something about in ...

Thank you, Hon. Temporary Deputy Speaker and the Mover of this Motion for giving me a minute to articulate this Motion. I support but the issue of making it compulsory is what I have an issue with. If you make it compulsory, in law it means that whoever does not do that must somehow be forced to do it. In some areas, circumstances might force people not to be able to do this. While they are willing, let us remember that some of our rural areas like where I come from, water is very critical. Sometimes, you may not even ...

Thank you, Hon. Speaker. I stand to support this Bill. It touches a lot on devolution support in that these monies we are now discussing are going to help the activities of devolution. Devolution has been seen as the key parameter to our development. Since devolution started in Kenya, a lot has changed in terms of development. Therefore, it is our interests, the interest of this country, the interest of the people of Kenya, that we make sure that monies meant to go to counties go to counties as per the scheduled times. Delays in sending money to counties lead ...

Thank you, Hon. Temporary Deputy Speaker. I also take this opportunity, first of all, to offer my condolences to the people of Nyeri and the family of the late governor and to Kenya as a whole. I support this Motion. In the area I come from, there is very big movement of people from the pastoral set-ups to the urban centres. This is maybe due to climate change, the drought that has affected the people and loss of livestock as a result of drought and other catastrophes. All of a sudden, there is mass movement of people from the pastoral ...

Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity. I have really waited for it for long. First and foremost, I am very happy to hear that the Senate has passed the Election Laws (Amendment) Bill. I was a Member of that Committee. We really toiled late into the night to make sure that we come up with a law for posterity and not for the forthcoming repeat election. It is a law for future generations. I am happy to learn that it is now almost law because it is just waiting for the President’s assent.

The break we are about to start is very ideal. Some of us who come from far-flung constituencies, over 1,000 kilometers from here, will benefit from the break because we will go back to the people in our constituencies to establish the necessary offices and infrastructure. We need to make service delivery effective. Wanjiku should be able to see our faces as we continue to support her.

During this campaign period, we need to ensure that we create an enabling environment for businesses. This habit of demonstrations three times a week or five times a week is going to kill the economy of this country. It is really paralysing us. Even us, as Members of Parliament, get our salaries from the taxes paid by those businessmen out there. If we paralyse those businesses and at the end of the month we expect to be paid a salary, then that is very unfortunate. Can we go out there and ensure that we create an enabling environment for our ...

Hon. Temporary Deputy Speaker, where I come from, there is serious drought. There are signs of rain and so it is an ideal time for us to go to our constituencies to assess the damage of The electronic version of the Official Hansard Report is for information purposesonly. the drought and also prepare for the rains. When livestock becomes too weak, the biggest disaster occurs during the onset of the first heavy rains and so we need to put adequate plans in place. Therefore, it is very timely that we are going back home to talk to our people, to sit with them, assess the effects of the drought and prepare for the rains. Some of us who come from very far areas, even these three weeks might not be enough. Essentially, we are going for recess for the elections, but there are many other things that we ...

I stand to support the amendment. I am a Member of the Committee and we deliberated on this matter very much. Election being declared void or non-compliant is what was deduced from the judgment of the Supreme Court. I, therefore, support the good job done by the Committee.
