  • 22 Aug 2018 in National Assembly: go a step ahead and not only talk as some of my colleague have suggested here. Action should be taken. We should ensure that this Motion is passed, enacted and the necessary financial support is given. Since the health function is already devolved, action should be devolved further to make sure it goes to the very rural areas where this is very much required. There are people in this House with a lot of expertise, for example, Dr. Nyikal and Hon. Sophia. They have a lot of knowledge and have told us a lot about this condition. I do not ... view
  • 15 Aug 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity. Like all my colleagues who have spoken all morning, I support the Motion. I think everybody has supported the Motion. The mood of the House is such that everybody supports this Motion. That is because of its importance and the effect that it has within the society. Majority of the women who suffer from this condition are from poor communities. This is because, as it has been said, a lot of them do not even go to school. Therefore, they enter into early marriages and are subjected to those ... view

  • 8 Aug 2018 in National Assembly: Hon. Temporary Deputy Speaker, I support Hon. Mishi’s Motion. It is very timely. We have so many children all over and very few schools which are able to cater for children who are abled differently. If I may take Mandera County as an example, we have one special school in the whole county. The children who are there are abled differently: some are deaf; others are blind; and others have autism. They have only one school. Even in that school, we still need sections for different types of disabilities. It is not only The electronic version of the Official Hansard ... view
  • 8 Aug 2018 in National Assembly: the facilities or structures that we need to put in place but also personnel. Teachers should be trained specifically for those disabilities and be available in all those schools. We also need special tools for each type of disability that is within that area. view
  • 8 Aug 2018 in National Assembly: Some of you must have seen in social media a farmer who has no hands; both hands are cut off. He was a potato farmer. He uses his two legs to dig using a jembe, to harvest, pack his potatoes in gunias . It is just fantastic. We cannot say that person is disabled, that person is only abled differently. Therefore, all these children we call “disables” are not disables; they are abled differently. We need to support them and give them necessary facilities to make sure they get what they want. Currently, from my experience, I know so many ... view

  • 25 Apr 2018 in National Assembly: Recently, the Ministry of Education, Science and Technology made it mandatory for pupils in all primary schools to produce birth certificates before they are registered to sit for the national examination. There was a serious crisis in some constituencies, like Mandera West. This is because there is no civil registration centre there. The one that is there is in Mandera Town, which is 300 kilometres from Mandera West Constituency. That is a rough road. Some of the pastoralists in that area live very far from where the school is. They leave their children in boarding schools and go away with ... view
  • 25 Apr 2018 in National Assembly: Having the document is not a privilege but a right. Every Kenyan, whether he is born in a pastoral homestead or in hospital, must be issued with the document. The bureaucratic processes or situations where registration officers are not available cause people a lot of problems. I went to the ministry headquarters recently in order to try and see how this issue could be solved. I was told that there was even an embargo on employment of civil registration officers by the National Treasury. Therefore, they could do nothing about it. They told me that Mandera County should have only ... view
