  • 30 Apr 2015 in National Assembly: Hon. Temporary Deputy Speaker, you are a Member of the House Business Committee. We still have about nine pending Reports. We plead with the House Business Committee to fast-track them. Some of them touch on key investments like the oil refinery and investment in the Kenya Bureau of Standards. Had our Tassia Report been debated last year, some of the issues on Tassia Estate would not be a subject of investigation today. view
  • 30 Apr 2015 in National Assembly: A-Gain, I thank all the Members of this House for their continued support. I am sure that, as a Committee, we will not let you down. Thank you, hon. Temporary Deputy Speaker. view
  • 29 Apr 2015 in National Assembly: Hon. Speaker, I beg to lay the following Paper on the Table of the House:- The Estimates of Recurrent and Development Expenditure of the Parliamentary Service Commission (PSC) for the year ending 30th June, 2016 and the Projections for the years 2016 to 2018. Thank you, hon. Speaker. view
  • 23 Apr 2015 in National Assembly: Thank you. Before I respond, I would like to donate two minutes to Hon. Wamalwa, two minutes to Hon. Washiali and two minutes to Hon. Mwadeghu, in that order. view
  • 23 Apr 2015 in National Assembly: Thank you, Hon. Speaker. I take this opportunity to thank all the Members who have contributed and all the Members who have been around for the last three weeks when this Report has been on the Order Paper. This is a critical Report. State corporations, public investments or State institutions are critical creatures of this August House. Privatization per se is not a bad idea. But we must think on how we should privatize key strategic Government-run institutions. Unfortunately in this country, privatization has been dominated by cartels masquerading as investors. This is why the history of all the privatization ... view
  • 23 Apr 2015 in National Assembly: Finally, somebody somewhere decided to appoint a financial consultant, who turned out to be an employee of the Ministry of Finance. That clearly demonstrates the level of interest in the privatisation process in this country. Somebody was determined to micro-manage the entire process and ensure that privatisation went in the direction they wanted. Just like many colleagues have alluded, there is a company called ‘Alcazar Capital Limited, which participated as part of the consortium that won the tender. We were told that Alcazar Capital Limited was part of the consortium. We did everything possible to establish the identities of the ... view
  • 23 Apr 2015 in National Assembly: and the agreement has not been honoured. Eventually, we lost everything. The Government shareholding in the company reduced further from 49 per cent to 30 per cent. That translates to Ksh66 billion worth of shares, which were fraudulently transferred to private companies, including the cartels whose ownerships are unknown. Therefore, I plead with my colleagues here; that we are the true representatives of the people of Kenya. Article 1 of the Constitution puts the sovereignty of Kenya in the hands of the people. To that extent, we are here as the duly elected watchdog of the people of Kenya. When ... view
  • 21 Apr 2015 in National Assembly: Thank you, hon. Speaker, for giving me the opportunity to continue moving the PIC Report on the Recapitalisation and Balance Sheet Restructuring of Telkom Kenya Limited, laid on the Table of the House on Tuesday, April 29, 2014. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 21 Apr 2015 in National Assembly: As I had alluded to, the intention of privatisation was good but just like all other failed privatisations that have been initiated in the last two decades--- view
  • 21 Apr 2015 in National Assembly: Hon. Speaker, let me take hon. Members back. Telkom Kenya is one of the off-shoots of the defunct giant Kenya Posts and Telecommunications Corporation, which later on saw the birth of Communications Commission of Kenya, Telkom Kenya Limited, Postal Corporation and a number of other entities. Before privatization, Telkom Kenya was a 100 per cent Government owned entity. I will be demonstrating soon how in December, 2007 and December, 2012 two unique things happened. When the Government of Kenya decided to undertake the process of privatising Telkom Kenya, initially the idea was to sell 51 per cent of the shareholding ... view
