We have the Kenya Defence Forces (KDF) Act; we have the National Intelligence Service (NIS) Act and the Police Service Act. These Acts are there but there are deficiencies in the Constitution.   • 26 Nov 2014 in National Assembly: We have said, let us not devolve security but inadvertently we have devolved security. The chiefs are not working because there is no security. The County Commissioners are not working. There are no District Officers in the Republic of Kenya. The County Commissioners have been reduced to carpet beggars of the governors. It cannot work. Where I come from, we have one of the longest routes of human traffickers. It is documented. Every day we report hundreds of human beings being trafficked through one of the routes between my constituency, Wajir North, Moyale, Marsabit, Moyale and Isiolo, all the way here.
