Section 5 of the same Standing Order says - this is what my good friend, hon. Tonui, has failed to appreciate. What he has basically done is that through this amendment, he has rewritten and rearranged the whole Bill in a way that fits his own imagination. Our Standing Orders completely prohibit it and for this House to debate an issue that we know outright, as far as our Standing Orders are concerned, is an illegality is not proper. ... view
