Thank you, hon. Speaker. I appreciate the sentiments of hon. Members. First of all, in our criminal jurisprudence, criminal responsibility is individual. It is not communal. It is individual. To that extent, when you are a public servant or a State officer, you carry that individual responsibility on any transaction that you undertake. Hon. Speaker, this is what the Auditor-General says. Let me say this. The Accounting Officer of the three trustees was the Permanent Secretary, Special Programmes, Mr. Mahboub Maalim. Hon. Speaker, the second recommendation of the Auditor-General states that the bid bond submitted by Erad Supplies was not valid. This is the Auditor- General and not PIC or anybody else. This is the most respected audit entity in the Republic of Kenya. Therefore, they said that this should be investigated. Hon. Speaker, further, they said that there was no evidence of due diligence having been carried out on financial ability of Erad Supplies to supply maize before the tender was awarded. Report is public, I am going to read another one from the Inspectorate of State Corporations. So, you are then buying time for the wrong reasons. It is good to have this issue investigated by Ethics and Anti-Corruption Commission (EACC). Let me confirm that EACC was one of the agencies that appeared before the PIC. They gave us very useful information. They have been investigating this for the last one-and-half years.
