  • 28 Feb 2012 in National Assembly: Madam Temporary Deputy Speaker is it in order for my good friend to take my statement out of context? I did not ask him to direct the Director of Public Prosecutions. I know that is an independent entity. I said that this touches on the properties of a sitting Head of State and as the person in charge of land policies, he can set the time frame and say that this issue must be sorted out. Since the Minister has the information at his disposal, including the Directors, the individuals and the different transactions including what took place in the ... view
  • 28 Feb 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I do agree with some of the sentiments, but we must also take into account the fact that this particular process-- - Those of us who are familiar with the contents of the IEBC Act do know that this Parliament has, up to tomorrow mid-day, either to accept--- Even if we do not pass it, that does not stop--- view
  • 28 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, let me just finish. I think I have the right to be heard! view
  • 28 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, let us take into account the sentiments of those hon. Members who have issues with the wards. But generally saying that this Report is not good is, I think in my opinion--- Two things are very clear. If, in our own wisdom, time lapses and Parliament does not participate in the final determination of this process, then we will have set a bad precedent that will affect us forever as a country. As the way forward, I would like to suggest that those hon. Members who have issues with the way the Committee on Justice and ... view
  • 23 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, I would like to thank hon. Dr. Khalwale. Education is a very important issue in the realization of development in any country. This country was recently voted the best in human resource capital in Africa. What this petition purports is that there must be some sort of disconnect between the policy makers, professionals, and the institutions that are charged with this. As a country, we must be prepared to solve this problem. For us to realize the kind of technological development that we aspire to reach as a country, we need to understand that this is ... view
  • 23 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, last week I sought a Statement from the Minister for Lands. I just saw the Minister five minutes ago and he said he is ready with the Statement so I do not know where he is. view
  • 23 Feb 2012 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. On the face of it, it seems that this project did not undergo a serious Environmental Impact Assessment (EIA) and this project did also not undergo a serious feasibility study. Is it in order for the Assistant Minister to mislead the House that there was a long spell of drought when we know that for the last six months this country had a lot of rain? Would I be in order to request that this Question is answered next week so that the substantive Minister can respond to it because this ... view
  • 22 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, on my behalf and on behalf of my constituents, I would like to join other Kenyans in sending condolences to the family of the Minister, his constituents and Kenyans. I have had an opportunity to work with Mr. Michuki in the Eight Parliament in the Finance, Planning and Trade Committee. If there is one man who truly believed in hard work, honesty and determination in handling national issues, it was Mr. Michuki. I want to say that this is by the grace of God. Truly we pray for his soul in the hereafter. Thank you. view
  • 21 Feb 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. I want to refer to the Standing Order No. 80(3) (d), and I am glad the Attorney-General is here. This issue has been determined by the High Court and indeed, I am aware that the Government has appealed. I want to read what the Standing Order No.80 (3) (d), It says that:- “Appellate proceedings whether criminal or civil shall be deemed to be active from the time when they are commenced by application for leave to appeal or by notice of appeal until the proceedings are ended by judgement or discontinuance”. Will ... view
