26 Oct 2010 in National Assembly:
On a point of order, Mr. Speaker, Sir. Is it in order for the Minister- -- I know I will get an opportunity to reply to all the other issues. I want to read a letter addressed to the Clerk of the National Assembly dated 14th September, 2010. This is the content:- âI refer to my letter Ref. Ministry of Foreign Affairs dated 24th June, 2010. In that letter, we requested to revisit the purchase of property of the Kenya Mission in Tokyo with the Committee on Defence and Foreign Relations. This request was made pursuant to a meeting between ...

26 Oct 2010 in National Assembly:
Mr. Speaker, Sir, on the second point, he has referred to the letter to KACC. I want to produce two letters here. KACC wrote to the Ministry - and it is good to be factual and I will table these documents - on 5th May, 2010. The letter is addressed to the Permanent Secretary. This is what it says:- âInvestigation and valuation of Embassy of Kenya in Tokyo, Japan, information and documents. This Commission is carrying out investigations into the allegations touching on the acquisition of the Kenya Mission in Japan. To facilitate investigations, kindly furnish us with the following ...

26 Oct 2010 in National Assembly:
On a point of order, Mr. Speaker, Sir. Nowhere in my presentation did I say that Ruai is a slum. I only made a comparison between the city centre and Ruai. Is it in order for the Minister to again continuously mislead the Kenyan public and the 10th Parliament? He should show where I said Ruai is a slum.

21 Oct 2010 in National Assembly:
I am, indeed, humbled and privileged to present to this august House the report of my Committee on the procurement, disposal and construction of properties in the five missions that I have just stated. But before I go into the details of what we gathered, I would like to take this early opportunity to thank your office and the office of the Clerk. You will realize that we are talking of issues of missions in different continents. You know where Nigeria, Egypt, Brussels, Japan and Pakistan are. Without your support and, indeed, without your personal involvement and intervention; having initiated ...

21 Oct 2010 in National Assembly:
It is a true fact; it is not something that I have created. The advert was there. It was placed in the newspapers and we wonder why it dawned on somebody to think of that particular aspect. Mr. Speaker, Sir, the policy of the Ministry to have properties abroad is a noble idea. But just like in the 1990s when our parastatals were used - you all recall because all of us must have been in Kenya then - as cash cows. This particular policy of acquiring properties abroad, I am sorry to say, has again been used in a ...

21 Oct 2010 in National Assembly:
In the early years, we used to have political diplomacy but right now the theme is economic, environmental, ecological and parliamentary diplomacy. These are the modern themes. As a country, we have no choice but to adjust to this reality. One of the things that we realized when we visited Egypt is that, in the late 1980s our ambassador or the Government then, acquired a piece of plot in one of the suburbs of Cairo. Then it was not an official policy; it was something that was done ad hoc by those who were in charge. But again, owning property ...
