Forces and getting entangled in the Somalia affairs is not going to be accepted. It is going to be counterproductive. The other thing that has been going on in the name of the Somalia crisis is ethnic communities with similar features like Somalia people have been profiled. Is it a crime to do business? Mr. Deputy Speaker, Sir, finally, I want to comment on the issue of environmental degradation. The refugees who come to Kenya do not come by choice. They are running away from a crisis. These refugees are so many and they cause a lot of degradation to the environment. This must be addressed as a matter of national importance by UNHCR and the Government. The communities that host these people, to some extent, also envy the kind of services the refugees get. That is why some of them have over the years, inadvertently, moved to refugee camps. The other day, the Minister of State for Immigration and Registration of Persons, the Minister of State for Provincial Administration and Internal Security and a number of other Ministers were denied access to one of our security posts between Kenya and Southern Sudan. This is historical. I do not need to bring facts here. A joint committee was formed to resolve that issue, but nothing has happened. You are in Government. The role of the United Nations High Commission for Refugees (UNHCR) in conflict management is a critical aspect where there are conflicts. The UN alone is not enough. As we speak, this countryâs border with Somalia is officially closed, but that has not changed anything at all. Refugees are trekking in using all sorts of panya routes. On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order for the gracious lady to cast aspersions on the Membership of one hon. K. Kilonzo, whom I know is a very able Member of the Tenth Parliament without moving a substantive Motion? It would be wrong to allow the Minister to get away because how hon. Members manage their constituencies is outside the realm of the Minister for Water and Irrigation.
