  • 29 Sep 2010 in National Assembly: Mr. Speaker, Sir, I would also like to take this opportunity to thank the Prime Minister for putting the record straight in a number of issues concerning the new Constitution. I would like to get a clarification from him on the issue of the recent arrest by the security apparatus of a number of Kenyans on flimsy and suspicious grounds and transferring them to Uganda, contrary to the current Constitution. As much as we all uphold and want to believe in the rule of law, it is against the provisions of the new Constitution to just arrest Kenyans and take ... view
  • 1 Sep 2010 in National Assembly: Mr. Deputy Speaker, Sir, thank you for giving me this opportunity to contribute to this very important Motion. As I do this, I stand here a very disappointed person due to the fact that His Excellency, the President has refused to assent to the Indemnity (Repeal) Bill, taking into account that this country is now under a new and completely different constitutional dispensation. The Indemnity Act, Cap 44 of the laws of Kenya, was enacted in 1969, purposely to deal with the Somali community in northern Kenya and in particular, the residents. The administration of the Northern Frontier District (NFD) ... view
  • 1 Sep 2010 in National Assembly: them to sue the perpetrators and the architects of the many massacres that took place in our region. I want to recall that I lost my uncle, brother and cousins in the Wagalla massacre. Today, 25 years down the line, under the new constitutional dispensation, the Chief Executive of the Republic of Kenya refuses to assent to a Bill that seeks to repeal the same law that authorized the killing of our relatives. Then what sort of new Kenya are we talking about? view
  • 1 Sep 2010 in National Assembly: Mr. Deputy Speaker, Sir, these are the realities that we must face. We must preach and practise what we preach at all times. I am greatly disappointed. As we go for this recess, I will be debating in my mind whether truly we are up to the new constitutional dispensation. view
  • 1 Sep 2010 in National Assembly: Look at the census! We have attempted to glorify tribalism and regionalism in the name of big tribes and small tribes. Even the struggling communities like the Somali community are being criminalized simply because out of the blues, they have abandoned nomadism and they are in the villages. So, somebody somewhere says that we should not go beyond 350,000 persons. What have we done to carry that title? The Somali community is here by right and they will continue to be here because they are part and parcel of the Republic of Kenya. Any person who wants to live with ... view
  • 11 Aug 2010 in National Assembly: Mr. Deputy Speaker, Sir, I appreciate the answer given by the Assistant Minister. However, the livestock sub-sector plays a very important role in the economy of this country. We cannot compare the current situation with what used to happen during the colonial time when we used to have organized livestock farming. We used to have a livestock marketing division, which was an organized department of the Ministry of Livestock Development. We used to have holding grounds, which were managed by the Government. What we have today is a shell of what used to happen. Taking into consideration that the livestock ... view
  • 11 Aug 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. view
  • 11 Aug 2010 in National Assembly: Thank you, Mr. Speaker, Sir. As a result of Standing Order No.152, after the Minister moves his Vote, it is almost automatic that the Chair of that particular Committee also responds. But all the same, let me proceed. view
  • 11 Aug 2010 in National Assembly: Mr. Speaker, Sir, that aside, let me take this opportunity, first of all, on behalf of the Members of the Committee on Defence and Foreign Relations, to present this Report on the Annual Estimates of the Ministry of Foreign Affairs for the Financial Year 2010/2011. I feel honoured to present to the House the Committee’s findings on the scrutiny of the Estimates. Mr. Speaker, Sir, the mandate of the Committee as per Standing Order No.198(1), (2) and (3) provides that upon being laid before the National Assembly, the national estimates shall stand committed to the respective Departmental Committees according to ... view
  • 11 Aug 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like to take this opportunity to thank the Minister and his team. I would like to say that this Ministry of East African Community is not a product of the coalition arrangement, which is in place right now. It is a Ministry that has been there for quite some time. It is a Ministry that is even envisaged under the new constitutional dispensation. Having seen the rebirth, re-energisation and invigoration of the East African Community, we are duty bound, as a nation, to benefit from the enormous economic opportunities within the East African ... view
