6 May 2008 in National Assembly:
On a point of order, Mr. Speaker, Sir. Is it in order for the Assistant Minister to mislead the House when we know very well that the current food crisis is as a result of the post- election crisis? The Assistant Minister has not mentioned anything to do with the Internally May 6, 2008 PARLIAMENTARY DEBATES 825 Displaced Persons (IDPs). We are talking about the current crisis, and he is just addressing the symptoms. Could he tell us how they are going to resettle farmers who are all over in the camps? That is the only way we can avert ...

24 Apr 2008 in National Assembly:
Thank you, Mr. Deputy Speaker, Sir, for giving me the chance to contribute on this very important Motion. The enactment of the CDF Act was heralded by skewed national distribution of resources. Mr. Deputy Speaker, Sir, If I go back to where we come from, today or in the next two to three years, we would see the first or four, ten or 20 kilometres of tarmacked road. From Garissa to where I come from is about 700 kilometres. If every year the Government will tarmack 20 kilometres of road, it will take another 40 years before the people of ...

24 Apr 2008 in National Assembly:
Mr. Deputy Speaker, Sir, I want to request the Chair because, even as national leaders, it seems that we are not aware of what happens in different parts of the Republic of Kenya. One of the first things that this Tenth Parliament should do is to send Members of Parliament to all provinces for induction, so that they can familiarise themselves with what happens in every corner of the Republic of Kenya!

24 Apr 2008 in National Assembly:
That is the only way we will appreciate our problems! When we get Kenyans, like hon. Oparanya here who is new--- Mr. Deputy Speaker, Sir, going through this list, I can see the face of every Kenyan! This is the kind of approach we need! Kenyans are complaining about a bloated Government, but that is not the reality. I want to appeal to all other Ministers to emulate the good example of hon. Oparanya. When they appoint members to Boards, they should take into consideration factors like age, regional balance and, of course, education. That way, we will support them ...

25 Mar 2008 in National Assembly:
On a point of order, Mr. Deputy Speaker, Sir. Is it in order for the hon. Member to use the privileges of this House to impute improper motive on innocent Kenyans without moving a substantive Motion to discuss them? We will be abusing the privileges of this House if we mention names. 386 PARLIAMENTARY DEBATES March 25, 2008

25 Mar 2008 in National Assembly:
Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity to contribute to this Motion. From the outset, I would like to say that the Presidential Address was a product of two great minds. It was prepared by two intelligent great minds. It was an exceptional Address. To that extent, I would like to plead with hon. Members not 388 PARLIAMENTARY DEBATES March 25, 2008 to introduce any parochial side-shows whenever they are making contributions to this Address. What we have today, and I can proudly say so, are two great leaders who have met the expectations of every ...

25 Mar 2008 in National Assembly:
Mr. Deputy Speaker, Sir, we need a review of the Constitution. The process we said must be Wanjiku-driven has failed. We need a process that will be Parliament-centred and driven. We must have the blessings of Parliament. We are the legitimate representatives of the people. Therefore, when this Bill is brought before the House, let us not take it to Wanjiku. Let us get the solutions here. Mr. Deputy Speaker, Sir, various parties in their manifestos have decided to come up with a Ministry to look into issues of northern Kenya. We have been neglected over the years. We need ...

12 Mar 2008 in National Assembly:
On a point of order, Mr. Speaker, Sir. Is it in order for Mr. ole Ntimama to continue to mislead the House when you have ruled him out of order? He continues to say the same things that are irrelevant to the context of what is being discussed.
