  • 1 Nov 2022 in National Assembly: The PSC is one of the commissions under Chapter 15 of the Constitution. This is one of the things the framers of the Constitution had in mind when they thought of separation of powers among key institutions in our governance structures. They thought the Legislature should have its own commission. As a result, we have passed a number of pieces of legislation. I want my colleagues to listen to this. We have the Parliamentary Service Act, which is a product of this House. That particular Act is a result of a Bill that I moved. When I was moving the ... view

  • 1 Nov 2022 in National Assembly: - 76.18 per cent Based on the foregoing, the PSC resolved to recommend Samuel Josephat Njoroge to be appointed to the position of Clerk of the National Assembly for a contractual term of five years. The position is not permanent and pensionable. If he performs well, he will be eligible for another contract of five years. Pursuant to Article 128 of the Constitution, Samuel Njoroge is being recommended to the National Assembly for approval as the Clerk of the National Assembly. The question is: What happens to the person who was holding this office? view
  • 1 Nov 2022 in National Assembly: If you look at the structure of the bicameral Parliament, the Senate has its own Clerk, with two deputies. Equally, the Clerk of the National Assembly has two deputies. Therefore, the person who was acting in the position of Clerk reverts back to the original position of Deputy Clerk. Thus, she has not been sacked or suspended. The person continues to be part of the PSC. Copies of the application letter and form and curriculum vitae of Samuel Njoroge is in circulation. Pursuant to the provisions of Article 128(1) of the Constitution, the PSC recommends that the National Assembly notes ... view
  • 26 Oct 2022 in National Assembly: Thank you, Hon. Speaker. With nostalgia, I remember Hon. Duale during our days at Moi University. For those of you who have interacted with Hon. Duale the politician, and Hon. Duale the student, they have always been the same. For those who have gone to Moi University; if you go to Ngeria section and ask for the cottage where we used to occupy, you will be told that that particular street used to be called Keynan-Duale Street. I pride myself as a first Member to be elected to a public office as alumni of Moi University. Hon. Duale has always ... view
  • 26 Oct 2022 in National Assembly: Interestingly, the docket you have been appointed to is a very important document to the people of Northern Kenya and particularly to pastoralists. We want you to be a go-getter in provision of water to the struggling pastoralist society. We wish you well. We will work with you. I hope both Hon. Alice Wahome and Hon. Duale, being Members of Parliament, will prove the tenet that politicians are the best public managers. Thank you. view
