With due respect to the Leader of the Majority Party, you elected other Commissioners and I to deal with empirical facts. Let us not politicise our own welfare.   • 15 Mar 2018 in National Assembly: whatever it takes to avoid some of the jurisdictional conflicts we have witnessed in particular between this House and the Senate. It is not in the interest of taxpayers, it is not in the interest of Members of Parliament and it is not in the interest of anybody. It only serves the interests of the corrupt and other cartels out there. Therefore, I appeal to the Chairman and other Members of the Budget and Appropriations Committee that we do not want to hear this Bill being subjected to a mediation process because that does not serve anybody’s interests. view

  • 15 Mar 2018 in National Assembly: On the Equalisation Fund, as a colleague has alluded, it was born as a result of the current Constitution which is a negotiated document. It is a Constitution of interests. There are some who wanted pure devolution and got it; some wanted a hybrid presidential system and got it; some wanted the Equalisation Fund and got it too. The only thing we are asking Members of this Committee is to move with speed and ensure that all funds allocated to this Fund from August, 2010 are released to the counties meant to be covered under this programme. view

  • 14 Mar 2018 in National Assembly: It is wrong and demeaning to call Hon. Raila Odinga and His Excellency Uhuru Kenyatta two individuals. They represent institutions. Actually, they are institutions. Therefore, one needs to define them as such. Some of us have been in politics since the advent of the second phase of multi-party politics in Kenya. One needs to read the book Raila Odinga: An enigma of Kenyanpolitics to understand Raila Odinga and appreciate what he stands for. view
