What was even more shocking is that the National Treasury has over the years issued prudential guidelines to all Government-owned agencies to invest any surplus money in Government-owned banks.   • 17 Aug 2016 in National Assembly: Ms. Catherine Namuye the then Accounting Officer violated Section 7 to Section 72 of the PFM Act, 2012 by allowing Mr. Bruce Odhiambo unfettered use of Government facilities.
