  • 4 Mar 2025 in National Assembly: Hon. Temporary Speaker, it is about the NG-CDF. The issue of NG-CDF is serious. It is a very serious issue. You remember how we fought very hard to have a Fund that was independent from the Executive. Hon. Muriuki Karue came up with the first CDF for a purpose. I want the Deputy Leader of the Majority Party and my good friend, the Chief Whip of the Majority Party, to listen to this. It may not be their mistake; it is our mistake. We approved the Budget in June last year. Members, please, be practical because this is about your ... view
  • 4 Mar 2025 in National Assembly: the rogue elements at the NG-CDF Board. Approvals do not require anything. The money can come later. Why are they delaying the approvals? It is because they want to incite Members against the Government. They want to incite you. That is why they are withholding the approvals. We are all being made to look very bad. I look very bad as an elder because I had advertised for projects and yet, the money and approvals have not been granted. Do I not look very bad? Does the Government not look very bad? Does everybody not look very bad? Who takes ... view
  • 27 Feb 2025 in National Assembly: Hon. Speaker, I am glad because Hon. Otiende Amollo was part of the drafters of the Constitution 2010. I believe he still has some of the notes that led to the inclusion of the Senate in it. The Senate that I had in mind, the one that came later on towards the tail end of the sitting we had in Naivasha and the one that I see now, are completely different. Luckily, I am speaking from experience. The Senate that we had in the first Bomas draft, the one that was ultimately included in the Constitution 2010 and the one ... view
  • 27 Feb 2025 in National Assembly: reciprocity. We also expect tolerance from our colleagues so that whoever is a Senator, should also know that there are colleagues here who have the constitutional mandate to do certain things. Lastly, we have gone through this Constitution for the last 10 years. You remember when we were passing it, we said 80 percent was good. I remember the words that we used that 20 percent was illegal. It is time to dissect and go through the 20 percent that is not helping us in any way, do away with it, and make a constitutional change. Hon. Otiende Amollo, along ... view
  • 27 Feb 2025 in National Assembly: Thank you, Hon. Temporary Speaker. A police officer is a law enforcement officer. Pursuant to Article 243 of the Constitution, the functions of the National Police Service include: 1. Provision of assistance to the public when in need. 2. Maintenance of law and order. 3. Preservation of peace. 4. Protection of life and property. 5. Investigation of crimes. 6. Collection of criminal intelligence. 7. Prevention and detection of crime. 8. Apprehension of offenders. 9. Enforcement of law and order. 10. Any other duty that may be prescribed by the Inspector-General of Police. This Bill is timely. I thank Hon. Masara ... view
  • 27 Feb 2025 in National Assembly: can have an accountable, resilient and ever-ready police service. We removed them from the ambit of the big giant called Office of the President, so that they can have their own accountable system to take care of their day-to-day activities. Once this Bill is passed, and I hope it will go through, it is expected to curb incidences of misconduct, promote ethical policing and rebuild public trust in the law enforcement agency. It is a critical component that the public has faith in our police service. The public must appreciate the work of police officers. That will only happen if ... view
  • 26 Feb 2025 in National Assembly: Hon. Speaker, allow me to join this debate, which has two aspects. I am glad that, today, the Leader of the Majority Party and the Leader of the Minority Party have agreed on one thing; that this House has been reduced to a House of lamentations. Once upon a time, this august House was an appendage of the Executive. We freed ourselves and you know how it used to be. Unfortunately, we are going back to where we used to be. I am told the Chairman of the Departmental Committee on Transport and Infrastructure is here. It is shocking that ... view
  • 26 Feb 2025 in National Assembly: Unfortunately, that is where we are. Some of them are going public to say that Members of Parliament have no role in county affairs. I urge my colleagues that there comes a time when people must be ready to make hard decisions. We need to do both summative and formative evaluation of all the resources we have devolved since the promulgation of the current Constitution, so that we allow Kenyans to see the value of the billions and trillions we have devolved, as the true representatives of the people. Otherwise, we will sit here, lament and go to court. I ... view
  • 25 Feb 2025 in National Assembly: Thank you, Hon. Temporary Speaker. I am a Member of the Committee, and this Bill has come at a time when this country is faced with many challenges. The insurance sector is critical to our economic stability by providing financial security against risks and uncertainties. That is the very basic definition of insurance. First, I must admit that I have an interest in this sector. It was the first sector that gave me an opportunity to eke a living when I left university, so it is an area that I am very familiar with and fond of. In Kenya, the ... view
