In addition, some State corporations continually breach the National Treasury guidelines on investment of surplus funds and without authority or approval of the budget and other management on guidelines on remuneration and salary increment for both staff and the board. It is historical that institutions like KSCL, KPA, Kenya Airports Authority (KAA), Kenya Medical Training College (KMTC) and many other State institutions have been affected by serious land grabbing which has persisted for the last two or three decades. There is one notable organisation that has been turned around because of prudent financial management and it is the National Oil Corporation of Kenya.
