  • 5 Apr 2017 in National Assembly: “(b) has a minimum of a Bachelor’s degree in the relevant field.” The import of this is that the original Bill is restrictive and only talks of people who have experience and qualifications in the livestock sector. However, we want to open it up to Kenyans in other sectors who can handle administrative work. It means, therefore, that anybody can be the CEO of the board because this is administrative.   • 5 Apr 2017 in National Assembly: The essence of this is that appropriation of money is a function of the National Assembly. So, we are replacing the word “Parliament “with the word “National Assembly” view

The original Bill talks of such money as shall be appropriated by Parliament for the purpose of the board. So, we are replacing the word “Parliament” with the words “National Assembly.” It is for the purpose of appropriating funds. view
