Therefore, the insinuation he is creating that we are bringing this Bill for political mileage at this juncture is neither here nor there. The Jubilee Government has already taken off with regard to initiating the livestock insurance sector in the five counties; that is, Marsabit, Mandera, Isiolo, Wajir and Tana River.
