I tend to agree with the Vice-Chairman of the Departmental Committee on Energy, Communication and Information. A person has been defined in the Bill within the reading of Article 260 of the Constitution. What we are making is an Act of Parliament. There is no way an Act of Parliament can supersede a definition contained in the Constitution. If you give us a few minutes, we will consult and ask Hon. Nyokabi to do something.
