I want to go on record to say that this sugar has become ‘sour.’ This Report has been lying in this House and with the House Business Committee for over eight months. Hon. Speaker, as you put it very well, there are 18 private companies involved in the fictitious export scheme. It is confirmed in this Report, as a recommendation by this Committee of the House, that KRA was part of the collusion and Kshs577 million was lost. Further, in the recommendations, it states that everyone, including the board and the management, were involved in the collusion and it gives a specific period, namely, 2006 to 2012. Hon. (ii) There are provisions that specifically deal with the administration of the Office of the Controller of Budget in terms of the administrative structures. Hon.
