Thank you, Hon. Speaker. As I support this Report, I do not want to dwell on the matter of the credentials of Dr. Muraguri. In front of me is Hon. (Prof.) Nyikal, whom I have a lot of respect for. At one time, he was the Director of Medical Services and the Permanent Secretary in the Ministry of Health. Everyone, in his own way, has his own CV. We can praise Dr. Mailu and Dr. Muraguri but the end product is the impact they will make in the health sector which today is not one of the best in terms of management. I also want to thank the former Minister, Macharia, and the other two Principal Secretaries who did their bit under their tenure.

Thank you, Hon. Speaker for giving me this opportunity. At the outset, I want to say that corruption is a cancer in this country. It has, indeed, bled our economy fatally and caused us serious under-development as a nation. In addition, it has also tainted our image as a nation such that Kenya is associated, unfortunately, with the countries that have serious problems when it comes to corruption. I am very happy today because I feel, for the first time as a country, we are going in the right direction. The people who have been nominated to be in that particular Commission are people of integrity, starting from the Chairman, Mr. Philip Kinisu. He is an accountant and a person who has shown a very impressive career in PriceWaterhouseCoopers (PWC), which is an entity that we associate very much with the ability to judge or to look at the issue of integrity or accountability.

the word “honesty” to describe him. I listened to the Chair very carefully as he described Dr. Dabar. I personally know him. He hails from my constituency. I am very proud today to say that we have been able to get a person of high integrity, an academician and an honest professional who is responsible for the successes we have registered in devolution in Kenya. Many Kenyans do not know but that Dr. Abdi in the Transition Authority (TA) is one individual who is very much associated with the success that Kenya has made today in devolution.

For the first time, I am convinced as a country that we are now serious in fighting corruption. This is person of integrity and has a clear vision and very strong sense of conviction to fighting corruption. Whilst in his time in the anti-corruption campaign Steering committee--- I want to say that for the first time as a country, we have gone in the right direction in fighting corruption. I very strongly support the nomination of those particular members to be commissioners of EACC.
