My good friend, the Chair of the Public Accounts Committee (PAC), will agree with me. As a Member of Parliament for the last seven years, I have never seen a Bill as voluminous as this. Temporary Deputy Speaker, let me thank my colleagues and more so the Members of the Departmental Committee on Justice and Legal Affairs Committee, who reduced the many amendments. They coerced me to republish this Bill. When we reach the Committee of the whole House, there will be very minimal amendments because over 900 amendments of the Committee have been catered for in the newly published Bill. view

If you look at the Ethics and Anti-Corruption Commission Act, the secretary to the commission is always appointed with the approval of this House. The 10th Parliament approved the current Chief Executive Officer (CEO). That was after the commission had interviewed him. Today we are dealing with the composition of a commission in which we are increasing the number of commissioners to five. If this House uses its legislative role to sack and reappoint commissioners, then the mandate of the commission will still be there. view
