Any implementation of an Act of Parliament is done by a Cabinet Secretary (CS). Subsidiary legislation, including regulations, if you read the Statutory Instruments Act, the powers are with the CS. We cannot legislate where one section of an Act of Parliament contravenes another Act. We are saying that the Auditor-General can do his regulations but he has no powers to send them to Parliament.
