For example, areas like the counties of Garissa, Wajir and Mandera. There should be teams in places like Wajir where we have an international- level airport, from where they can respond to the furthest corners of the north eastern region, either way, within an hour or shorter time. I have always said in the House Business Committee that there is a complete disconnect between the Committees and Director of Committees. We have a memorandum here from the Director of Committees to the Principal Clerk Assistant, who is the head of the secretariat of the Departmental Committee on Agriculture, Livestock and Co-operatives, dated 21st April, 2015, which was yesterday. So, the problem is not even the Committees, or the Chairpersons of the Committee. Somebody in the Clerk’s Office and in the Directorate of Committee Services is ... view
