  • 19 Mar 2015 in National Assembly: Standing Orders. Standing Order No. 1 cannot be used because that is the only weapon of the Speaker. The matter we are discussing touches on the Speaker. Again the Speaker cannot use his own veto which is Standing Order No.1 to bring the debate forward. However, I am sure every Member is entitled within the Constitution and Standing Orders to bring up any matter. The people of Kenya have given us the powers even to impeach the President, Deputy President and Cabinet Secretaries.
