11 Mar 2015 in National Assembly:
Hon. Speaker, in conclusion, I totally agree with you on the billions that hon. (Eng.) Gumbo wants to reallocate here and there. It was Kshs3 billion yesterday. 11 Mar 2015 in National Assembly:
He is claiming that it is the clerks who have given him. The clerks have no powers to give him an amendment. We can agree on the Kshs3 billion. The Chairperson can explain the projects identified through public participation that will be financed using that money.

11 Mar 2015 in National Assembly:
Thank you, hon. Speaker. I only wish to address myself to the issue raised by Eng. Gumbo. Much as that amendment looks logical, it will be unconstitutional according to Article 114 of our Constitution. Please, if you may address yourself to that. Under that Article, in terms of a money Bill, if, in the opinion of the Speaker of the National Assembly, a Motion makes provision for matters mentioned in the definition of a money Bill - which is defined and I do not need to read the others - the Assembly may proceed only in accordance with the recommendation ...

11 Mar 2015 in National Assembly:
Hon. Speaker, in no doubt, the approval of the Budget Policy Statement is a money Motion. There is no doubt about that. This Bill is only the beginning of the Budget process. You had rightfully addressed this issue. I beg hon. Jakoyo Midiwo to understand that this is a process of budget-making, which is only at the beginning stage. We are not appropriating the money now. Details of what will be where will not be at this stage. This particular Budget Policy Statement has shown us five key The electronic version of the Official Hansard Report is for information purposesonly. ...

10 Mar 2015 in National Assembly:
Hon. Speaker, I had the privilege to look at that Bill when it was still in the Senate. Nearly all the clauses in that Bill have already been done by this House in the same National Police Service (Amendment) Bill, 2013, if I am not wrong. The Chairperson of the Departmental Committee on Administration and National Security needs to give guidance. I also heard your direction that the Budget and Appropriations Committee should look into that Bill taking into consideration Article 114 of the Constitution. My question is, and I need your direction, is the Constitution not very clear that ...

colleague need to consult on before Bills are introduced in either of the Houses. That way, you can guide Members from both Houses. Finally, the leadership discussed public participation in Mombasa. If a Bill originated from this House, we conducted public participation and it is referred to the Senate, it would be of no use and a waste of resources when the Senate conducts a new public participation. I have in mind the Mining Bill. It went through this House and stakeholders were involved. However, when it went to the Senate, I saw in one of the newspapers an advertisement ...
