Let us agree with the Chairman that people who are in the village, who are in one way or the other--- In my community we have a borehole association. There is nowhere the County Assembly Service Board and County Public Service Board are mentioned. This is unconstitutional. We will tell the Chairman to withdraw it because this is a constitutional Bill. This Bill, if you ask, is derived from a particular section of the Constitution for Parliament to legislate. view
