  • 12 Nov 2014 in National Assembly: Hon. Deputy Speaker, Clause 8 of the Bill prohibits a pubic officer from giving or providing any information that is inaccurate. This is important because the days when you used to go to a public officer and you ask for your file and he says it cannot be traced, with the enactment of this law, will be a thing of the past. So, it is the duty of a public officer or public servant, be it at the national, county or State corporations level, at all times, to provide any information that is correct. view

The exemptions are that if a particular community in our country is not well represented in the Public Service, an individual from that community might be exempted from the first two criteria of merit and fair competition if that ethnic group is not well represented in totality within the workforce of the Public Service. If in promotion, one gender has more than the other, then the principle of fair competition and the principle of merit will not be used. It is the same case for people with disability. view
