  • 23 Jul 2014 in National Assembly: before this House based on Articles 112(1)(a) and 113 of the Constitution, which envisages where a disagreement arises between the two Houses. I totally agree that the Division of Revenue Bill that came before the House was developed based on consensus between the Budget and Appropriations Committee, the National Treasury and the Senate. The amendment that was brought by the Senate based on Level 5 hospitals is the one that created the situation that took us to the mediation route. view

There are so many provisions in the Constitution that talk about Parliament, and that is where the conflict between us and the Senate comes in.
