  • 29 Apr 2014 in National Assembly: Hon. Speaker, I just wish to seek guidance on whether the Member is not misleading the House by saying that for this amendment to be done, it is a plan to pay suppliers from outside Kenya. This is not true. In a layman’s language what we are trying to do is to allow within the PFM law, Kenya, using its own integrity as a nation, to borrow cheaper loans. That is all we are doing. view

  • 29 Apr 2014 in National Assembly: Hon. Speaker, if hon. Nyamweya is sincere about what he is saying, we should have had an amendment proposal on the particular clause on the Order Paper. I am sure that the people we represent here are watching me. You do not just come here and speak. If you want to amend a Bill, you have an opportunity to do so during the Committee Stage. Please, approach the originator of the Bill, who happens to be the Leader of Majority Party. We can discuss the matter. If we agree, you can bring your amendment and have the clause amended. view

  • 29 Apr 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker for giving me this opportunity. I rise to join my colleagues in supporting this very important Motion. This Motion touches on the formation of many of the necessary legal frameworks that are critical to the achievement of the main objective of having a common market for the EAC. The three Bills which have been proposed or are currently under discussion in EALA are very important. If I may start with the East African Community Cross Border Legal Practice Bill, 2014, for the business environment to thrive, certain basic provisions have to be available. Legal ... view
  • 29 Apr 2014 in National Assembly: have been serving them here in Nairobi and use the same legal services when they are in Kampala or Dar-es-Salaam. Similarly, the harmonization of education is also very important. In the older EAC, there was a lot of closeness in terms of the mode of education and a person who went to school in Kampala was as good as a person who went to school in Nairobi. Therefore, that creates a labour market that is more or less at parity, so that you do not have any one country fearing and saying that the other country is more educated than ... view
  • 29 Apr 2014 in National Assembly: That is correct, hon. Temporary Deputy Speaker. That is very right. Having gone through the Report and having seen what the Chairlady has recommended in terms of the amendments that need to be done, I have no doubt that these areas have exhaustively been addressed. As the National Assembly, our role is to give input, just as we are doing now and as the Committee Report has done, so that EALA can now go ahead and do the rest. As I end, the people and the governments in the East African Community must see the larger benefits of the union ... view
  • 29 Apr 2014 in National Assembly: Committee’s work. Any step towards bringing in place laws that enable the existence of an environment for the operation of the EAC should be supported by all. view
  • 29 Apr 2014 in National Assembly: Thank you, hon. Speaker, for giving me the opportunity to contribute to this very important matter. I rise to support this amendment Bill because it will give our country, for the first time, the opportunity to go to the international market--- Indeed, instead of putting pressure on the scarcely available cash locally, this country will now use its sovereignty and be able to access the more readily available funds at a cheaper price than it pays in the local market. Indeed, this will have a lot of positive effects on our economy for the basic reason that the law of ... view
