This particular Bill has given an increase of 19 per cent from what was allocated last year. I must say that this is a step in the right direction. As I support my fellow members of the Budget and Appropriations Committee, I just want to say that, even as we increase the amount allocated to the county governments, there is need, more than ever before, to ensure that we offer strict vigilance and oversight by the specific institutions that are mandated to do that. view

Deputy Speaker, the Senate has the authority to do oversight and it is their job, as mandated by the Constitution, to ensure that they work for the success of each of our counties. My suggestion is that, given the interest that the matter is generating, we should take the route of the miraa issue. A select committee of this House should be formed to deal with the Macadamia issue, so that we can get a report. view

The Standing Orders are very clear. I have even read your ruling which says that no Member or Mover can move any amendments on the Floor of the House on this Bill.
