Thank you very much, hon. Speaker. I stand to support this very crucial Bill, as a Member of the Budget and Appropriations Committee. This particular Bill has given an increase of 19 per cent from what was allocated last year. I must say that this is a step in the right direction. Some of the members of the Council of Governors are seeking more money. I want to urge them that indeed, we are getting there. Hon. Speaker, I do not want to take much time on this debate. As I support my fellow members of the Budget and Appropriations Committee, I just want to say that, even as we increase the amount allocated to the county governments, there is need, more than ever before, to ensure that we offer strict vigilance and oversight by the specific institutions that are mandated to do that.

Hon. Deputy Speaker, the Senate has the authority to do oversight and it is their job, as mandated by the Constitution, to ensure that they work for the success of each of our counties. That will entail offering strict oversight on each and every governor and the county governments in the respective counties. Hon. Hon. Deputy Speaker, first, I want to know whether it is “Macadamia” or “Macademia”. My suggestion is that, given the interest that the matter is generating, we should take the route of the miraa issue. A select committee of this House should be formed to deal with the Macadamia issue, so that we can get a report.

I have even read your ruling which says that no Member or Mover can move any amendments on the Floor of the House on this Bill.
