Hon. Temporary Deputy Speaker, the Government noted with great concern the Press reports in general. I am sure my colleagues will agree with me that the moment we passed the VAT Bill, 2013, unscrupulous businessmen decided to put VAT on items which were not supposed to be VAT-rated. You saw Kenyan businessmen being taken to court. The media was very good to us and they showed it. Therefore, there are people who want to misuse even the laws we passed here. Hon. Temporary Deputy Speaker, the Government has also warned traders who adjusted their prices without reasonable cause.

Hon. Temporary Deputy Speaker, on the technical terms, I have said it on the Floor of the House many times. It is the business of hon. Members to read Bills; on what is zero-rated and what is exempted. This is because if you do not know the difference between those two, then in the first place, you cannot even get the discussion. Temporary Deputy Speaker, as a Member for Garissa Town, who served in the last Parliament and who speaks English, and can read the Standing Orders, it has never happened until as late as yesterday, when we were dealing with the Budget and Appropriations Committee Report, that the Speaker raised it. Hon. Temporary Deputy Chairman, all my amendments touch on Islamic Marriage, as far as this Bill is concerned. I agree with Clause 48 (c), but I want to make it very clear, if you listened to me, what I am amending in Clause 2. This is a law that is going to be there for posterity and I will be very happy with it. In Clause 2, I am introducing something called mahari which is in relation to Islamic Marriage; meaning a mandatory gift given by a bridegroom to the bride in consideration of marriage. I do not want to have Section 48 as a safeguard for me. I want, as we go through this law up to Clause 2, issues of the Islamic faith to appear in that law.
