This Bill matured and is properly before this House; it is in the Second Reading. No period has been reduced!

Hon. Temporary Deputy Speaker, Sir, no choruses can intimidate me. This Bill was with the Committee for 14 days. If you allow me--- I have a three-year history. I refused to be intimidated in 2009 when I left ODM. Thank you.

I am sure hon. Charles Kilonzo, the former MP for Yatta, will bear me witness if he is watching this debate. He went further and brought another amendment to this law and said: “The person to be given the job must be a person of high integrity”. Little did he know that amendment would haunt him. Hon. Speaker, the case that hon. Mututho is facing is a classical example of a judiciary which is not functioning. How can you have a case for 15 years? Of course, it is not the whole Judiciary but that Judge who is presiding over the case. This is because hon. Mututho was elected to this House in 2007 and the case had been going on for five years before he became a Member of Parliament. Speaker, I am sure the Ethics and Anti-Corruption Commission (EACC) will raise issues, but I want us to give this guy this job, so that he deals with chang’aa,busaa, the other one of my neighbours in Ukambani, and miraa.
