Deputy Speaker, with regard to the county government which is now mandated to have devolved funds, I request that it ensures that there is provision of water for human beings and livestock. Garissa County, in my view, is not responding at all to the situation that is in Balambala Constituency. This is a very important Authority because it has all the information on the situation across the country. The Authority has information on where rains failed and where drought is being experienced.
