  • 16 Oct 2013 in National Assembly: Hon. Speaker, Sir, the issue raised by hon. Nkaissery is, of course, very pertinent but I am sure that this House allocates a lot of money to the intelligence agency. When I seek this Statement from the Government, it will give us the names of the NGOs and if they do not exist, I will come back to the House and say that those NGOs do not exist. Hon. (Maj-Gen.) Nkaissery is right. The Member should have gone ahead and named those NGOs. On the issue raised by hon. Wandayi, I remember that when the Deputy Speaker was in the ... view
  • 16 Oct 2013 in National Assembly: Hon. Speaker, I will be very brief. Hon. Bosire raised the issue of classroom. I had indicated in my Statement that the Ministry of Education, Science and Technology is on that one. Where classrooms are in bad shape, they will be renovated and refurbished. Where classrooms are not there, the Ministry will put up the infrastructure. On the issue of security, the laptops will be branded. So, they cannot just be stolen and sold in the market. This does not just apply for the laptops. It is the responsibility of the Government to make sure that each and every Kenyan ... view
  • 16 Oct 2013 in National Assembly: Even the trip to Rwanda should have been by a joint Committee, particularly as far as the issue of the laptops project is concerned. Hon. Gumbo asked who the champion of the project is. The champion is the Jubilee Government. The policy is in their manifesto. It is the Jubilee Government that is championing the programme, under the ably leadership of the President, for the children of Kenya. On the same issue raised by hon. Kinyua, as to whether piloting of the project has been done--- view
  • 16 Oct 2013 in National Assembly: Hon. Speaker, I will rephrase my response for the sake of my good colleague. Who are the implementing agents? The champion of the pilot project is the Jubilee Government. So, the champion is the President and the leader of the Jubilee Coalition. That is why we have the laptop project under his leadership. As for implementation, I have given the Member a copy of the Statement that I am going to table, which shows the various stages of the project. Those who are involved include the Cabinet, the Principal Secretaries and the technical team. As for the champion, to be ... view
  • 15 Oct 2013 in National Assembly: Apart from being the Member for Garissa Township, I happen to hold brief for the Executive. In the first place I do not know how hon. Keynan is in possession of a letter which was addressed to the Speaker of the National Assembly and that of the Senate. But that is for you to find out; I am not sure whether tomorrow he will not bring a letter from my office. When Kenyans went to the polls in a referendum to choose the Constitution, we chose three systems of governance which are interdependent and related. If I may continue because ... view
  • 15 Oct 2013 in National Assembly: Just like hon. Milly Odhiambo, I have a very long history with hon. Keynan, dating back in the days at Moi University. He knows, even if he looked at me in the eyes, I have never been a sycophant. view

  • 15 Oct 2013 in National Assembly: I chose on 4th March, 2013 which coalition to join and hon. Keynan chose which one to join. Mine happened to be the winning coalition which formed the Government and that is why I am holding brief for the Executive. It is unfortunate for those who are saying shame, at least they chose a different one and they must be contented in their position. view
  • 15 Oct 2013 in National Assembly: I am a proud man to hold brief for a Government led by President Uhuru Kenyatta and his Deputy William Ruto. view
  • 15 Oct 2013 in National Assembly: I will go back to my issue that the Constitution is very clear. Article 19 introduces Chapter Four on the Bill of Rights and Article 93 touches on the Legislature and its powers. Article 129--- view
