9 Oct 2013 in National Assembly:
As I contribute to this Motion, I want to urge the hon. Members of this House that we need some serious reforms in our Traffic Police Department. It is very important that this is dealt with as a matter of priority. Corruption and laxity is going to kill us en masse. Corruption in the units that are given authority to enforce laws is putting the lives of Kenyans in a very dangerous situation. We need to ensure that the overloaded Proboxes that we saw on television carrying school children somewhere in Narok--- A Probox was shown carrying more than 15 ...

9 Oct 2013 in National Assembly:
Thank you, hon. Deputy Speaker. I will start with hon. (Ms.) F.I. Ali. The report was laid on the Table and the Auditor-General gave his summary. It is for PAC to look at that report and bring his report to this House and see where the Kshs33 billion went. On the issue that hon. (Dr.) Eseli has raised, I am not aware that Kenya has lost its sovereignty. If he has evidence, then you can tell the country because--- I do not want to use the other word because in my community, some words are not used in public. But ...

Hon. Deputy Speaker, I wish to continue because there was the issue of Westgate. Let me pick it from the great man of Suna, hon. Junet. 9 Oct 2013 in National Assembly:
there are no joy-riders in this matter. Joy-riders were common phenomena in the last Grand Coalition Government. The supervisors can confirm that. Hon. (Eng.) Rege has to agree with hon. Cheboi. In one instance, he was accusing himself and I think PAC needs to investigate him. He is talking about when he was the Permanent Secretary and the contracts he signed. I want to assure the House that it is within the Constitution that the Auditor-General’s mandate is to audit the national and county governments. Even where the county governments want to borrow money, it must be sanctioned by the ...

9 Oct 2013 in National Assembly:
Hon. Deputy Speaker, I want to agree with hon. Keynan that Members are seeking clarifications based on these Statements. Whether it is the Leader of Majority Party or Chair of a Committee, you must be ready to clarify issues on the Statement that you either table or you have read out. Outside that Statement is what hon. Keynan is talking about. That is the supplementary question. It will not be of any value to the House for me to bring a Statement and just dump it here. The Leader of Majority Party, the Chairs of the Departmental Committees or the ...

I did, hon. Deputy Speaker. I do not think that my looks will tell whether I have a Statement. The hon. Member said: “From the looks of the Leader of the Majority Party---”

8 Oct 2013 in National Assembly:
Thank you, hon. Deputy Speaker. These names and this Report are in the House courtesy of Article 127(2)(d), where the PSC is supposed to vouch for one man and one woman from outside, who are not Members of Parliament, but with public experience. From the look of things, Members of this House who have the final say on the two nominees are divided. I want to offer leadership that I stand under Standing Order No.96 and ask the Mover to withdraw and go back, substitute and make sure, in my honest opinion, that the replacement for Nancy Barasa be from ...
