Whichever way the court will rule on the chairman tommorow morning, could the Assistant Minister confirm to the nation that on Friday morning the other two commissioners; Irene Keino and Prof. Jane Onsongo will be sworn in on Friday and take office?

Mr. Deputy Speaker, Sir, I had a lot of interest in the Statement sought by hon. Ochieng. We need you to give direction. Kenyans can see both sides of the House. Look at the side of the Government, where the President and Prime Minister lead a Coalition. This Government cannot solve the teachers’ strike, doctors’ strike and it cannot give a Statement in this House. They have failed, unless they are also on strike. Could you give directions? There is no Government here.

Thank you, Mr. Deputy Speaker, Sir. Through your indulgence, there are 18 million foreigners working in Saudi Arabia. Out of that, Kenyans constitute less than 3 per cent. If you go to the airport on Tuesday and Saturday mornings, 90 per cent of the passengers on Saudi Arabia Airlines are Kenyans going there to look for work. We do not want to jeopardize the jobs or the lives of those Kenyans because of isolated cases. Could the Assistant Minister confirm and tell the country that these are isolated cases and

On a point of order, Mr. Deputy Speaker, Sir. Earlier on I set the record straight. It should be removed from the HANSARD that the Question Mr. Kabogo brought has nothing to do with human trafficking. Let us make this issue very clear. Even when Kenyans who go to work land at Jeddah International Airport, they report to a different counter at the immigration section from Kenyans going to visit the Holy Mosque. Mr. Temporary Deputy Speaker, Sir, I stand to support this Bill. This Bill proposes a raft of measures and changes to the existing traffic law. For some people, it is only when they lose a dear one in road carnage that they can come to this House and support this kind of law. Of course, we will bring quite a number of amendments to this Bill but I think what made the Minister bring these amendments is the fact that, for many years, there has been no decrease in road carnage. Mr. Deputy Speaker, Sir, I beg to ask the Minister of State for Provincial Administration and Internal Security the following Question by Private Notice. (a) Why was Mr. Adan Billa Abdi (ID No.126139101) arrested by Kenya Wildlife Service (KWS) wardens in Maua Town in Meru on 30th June, 2012? (b) Could the Minister confirm or deny that the said person was arraigned in a court of law after his arrest and, if so, where? (c) Could the Minister apprise the House on the whereabouts of Mr. Abdi since efforts by his family members to trace him have not borne fruit?
