  • 13 Jun 2012 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. We were here yesterday morning talking about the failure of the Government on the implementation of the Constitution and the tradition is that when a Member of the Back Bench is not there, his Question is dropped. All of us are here to ask our Questions but you can see there is no single Member of the Government. view
  • 13 Jun 2012 in National Assembly: Yes, but these are not the Ministers whose Questions are on the Order Paper! Madam Temporary Deputy Speaker, we want action to be taken. Very severe action must be taken even if it means the Speaker writing to the Head of State because you cannot drive from your house and earn Government money and you are not here to answer Questions on behalf of our people. It is very serious. view
  • 13 Jun 2012 in National Assembly: Mr. Speaker, Sir, I will follow your directions. On the last bit by Mr. Imanyara, we want the Minister to give the nation what parameters he used when forming commission of inquiry. Further, these are two colleagues of this august House and very important leaders. Prof. Saitoti was a very important leader among the pastoral community. We will be very happy if the Minister in his answer could tell us whether the families of Prof. Saitoti and hon. Ojode were consulted. What role and at what point will they participate? Even the others, what will be their role in this ... view

  • 13 Jun 2012 in National Assembly: Madam Temporary Deputy Speaker, you need to make a ruling. The hon. Member who wants to apologise to the nation, the Back Bench and to Parliamenet has no capacity to do so. There is a Leader of Government Business who is recognized under the Standing Orders. He has two deputies. There is the Prime Minister of the Republic of Kenya who is the co-ordinator and the supervisor of Government business. We also have two Whips in this House. Madam Temporary Deputy Speaker, the business of this House today has been circumvented by the Government. This is a very serious issue. ... view
  • 7 Jun 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, Free Primary Education (FPE) is the legacy of President Kibaki and at least the Minister for Finance is here. We want to go beyond the emergency solution as witnessed yesterday; that the money had been found at long last. Could the Assistant Minister confirm to us and tell the country why they had to wait for the teachers to strike? Did they have to wait for the publishers to demand for Kshs8 billion in arrears? Did they have to wait for the Kenyan parents and the poor children who went to school because of this ... view
  • 6 Jun 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to ask Question No. 1604, and I wanted you to allow me to read it out because it is of national importance. view
