Mr. Temporary Deputy Speaker, Sir, I want to go on record in the HANSARD that this Question is of national importance. It involves public land grabbed by private individuals and some people in the Government. The Minister was asked to bring names of individuals and explain an allegation by the Minister for Lands that Members of Parliament in this House are involved. Mr. Temporary Deputy Speaker, Sir, I think this country has enacted a new Constitution and we have a reformed Judiciary under the leadership of hon. Willy Mutunga who I have a lot of respect for. However, I want to point out a case in Mombasa where since 1980 there are 220 pending appeal cases. Justice delayed is justice denied. Could the Assistant Minister categorically say when these 220 cases pending at the Court of Appeal in Mombasa since 1980 will be heard and determined in favour of the Kenyan people? Madam Temporary Deputy Chairlady, we need to follow the procedure and the Standing Orders of this House. This matter has passed through a number of processes. It went through the First Reading, Second Reading and it is no longer the business of a Committee of the House. If you have any objections even among yourselves, you have the liberty to say, no or yes or to give your justification. So, we are wasting a lot of time. Madam Temporary Deputy Chairlady, let us not misinform the nation and House. We are talking about giving falsehood and sex predators have no exclusive gender parity. We have sex predators from both sides of the gender. There are those who use the law for their mischievous gains. We have seen cases where somebody goes to court and uses the media to defame another person. So, if you go to court, and I agree with my friend, hon. Wetangula, and give falsehood and it is proved so, you must suffer the consequences, just like the other person.
