I am very happy that the Minister for Finance is in the House. The Minister for Finance has confirmed to the nation that the Kshs17 billion has been requested by – and allocated to – the Ministry of State for Special Programmes, and not the Ministry of Agriculture. Last week, the substantive Chair gave a direction to the Leader of Government Business, the Vice-President of the Republic of Kenya on a Statement that was pending for the last two months concerning the deportation of a Muslim cleric. The Statement was sought from the Minister of State for Immigration and Registration of Persons. Article 89 of the Constitution, to which the Member for North Horr has referred, talks of a number of parameters as far as delimitation is concerned. These include population, community interest, landscape and communication. If in the delimitation of constituencies only one parameter was used, could he confirm to the House that the process was illegal? view

It is now two months and this Statement has not come to this House. Could the Chair direct the Leader of Government Business to ask the Minister of State for Immigration and Registration of Persons to deliver that Statement next week on the deportation of the Muslim scholar two months ago? view

He alluded to the issue of use of excessive force by the police and that we, as a nation, must follow the Constitution. Could the Minister clarify that the Prime Minister has directed him to discipline the Commissioner of Police following the Limuru 2B conference and whether he has done that? Secondly, if so, was the Prime Minister in order to address a Cabinet or a Government matter through the Press? Could he confirm that? view
