For the first time, the leadership of the Commission are not Members. The Bill is very clear under Clause 13(3) that a person co-opted under Subsection (2) shall have no right to vote at any meeting of the committee. Currently and historically, the Clerks of Parliament even before the promulgation of the new Constitution and before the bicameral Parliament, used to be civil servants. So, we must go according to other jurisdictions. In the UK, the Clerk is the Principal Constitutional Adviser to the Houses.
