• 13 Jun 2019 in National Assembly: THAT, pursuant to the provisions of Standing Order 120, this House resolves to reduce the publication period of the Supplementary Appropriation Bill (National Assembly Bill No. 41 of 2019) from 7 days to 1 day. view
• 13 Jun 2019 in National Assembly: This will allow us to go through the other stages today and, thereafter, embark on the Budget Estimates. The Supplementary Estimates are anchored on the payment of the pending bills. Noting that there are few days to the end of the financial year, we felt that before the Cabinet Secretary reads the Budget highlights and taxation measures for 2019/2020, it would be very good if the House disposed of the Supplementary Appropriation Bill. If the House agrees the President can assent to it, maybe, on Monday so that Kenyan Ministries, Departments and Agencies (MDAs) can get their money. view

I want to confirm that, for the first time, the Salaries and Remuneration Commission (SRC) sent an amendment and asked that I carry it on their behalf. I have said they better come to the House and carry it themselves. The Cabinet Secretary for National Treasury sent me a note with an amendment on behalf of SRC, and I said their business is to run a Commission and my business is to make laws. I ... view

As is the practice, Wednesday mornings are meant for debate of Private Members’ Bills and their Motions. However, there is a need for this House to finalise debate for the 2019/2020 Budget Report, which was tabled by the Budget and Appropriations Committee and is being discussed. First, I would like to express my gratitude to the Budget and Appropriations Committee and all Departmental Committees for working diligently to come up with the Report of the Budget Estimates for the Financial Year 2019/2020 in line with Article 221 of the Constitution, Section 39 of the Public Finance Management (PFM) Act and Standing Order No.235. The Budget Report Estimates of the Financial Year 2019/2020 are legally in this House. view
