We do not need to legislate on this. There are some things which are left for regulations. Different contracts have different scopes and detail. I am sure the Chair of the PIC will agree with me. • 8 May 2019 in National Assembly: Hon. Temporary Deputy Chairlady, the Chair’s amendment is very good. One, I want to give the example of the dams in Elgeyo/ Marakwet County. The company came and it was given 10 per cent of the contract. They looked for their own insurance in Rome and then after five months, they said that they were bankrupt. Any foreign contractor must first place an equivalent of the contract sum as bid bond. view
• 8 May 2019 in National Assembly: Two, Kenyan insurance underwriters must be used so that the money can be saved. The company which was given the contract to construct dams disappeared and the person who insured those dams is in Rome. Chinese Companies are competing with local contractors today for contracts worth Kshs50 million. We must give them a benchmark. If you get a contract in Kenya, you must provide a similar bid bond and you must use the local insurance companies. view

• 7 May 2019 in National Assembly: Hon. Temporary Deputy Chairlady, once you read out Section 30 (1A), there is no room for reorganisation. You must reorganise yourself before you come to the Chamber. I want you to confirm whether the Committee is deleting the provision in the Bill in Section 30(1A). You must state what he is deleting and what he is substituting with. Secondly, there are no penalties in this particular provision. view

The Chair must first tell us slowly, which one he is amending and what he is deleting. We will wait for him. This is the problem of the Chair and the Vice Chair being absent, now we have a Member who is consulting with the legal team. We are in Section 30(3). So where exactly are we? view
