The person who should be held culpable is the accounting officer, and in this case, the CEO and Secretary to the commission. Let us call a spade a spade. You can dislike Chiloba because of how he looks. Where I had a problem is if we indict the commissioners through this Report unapproved, there was no way this House could have dealt with a petition to remove them.
