  • 27 Feb 2019 in National Assembly: Finally, the Constitution of Kenya (Amendment) Bill, 2018 seeks to implement the provisions of Article 81(b) of the Constitution. As you may be aware, the Supreme Court of Kenya issued an Advisory Opinion, No. 2 of 2012, in 2012. It observed that the rights under Article 27(6) and (8) of the Constitution could only be fully realised using the legislative measures. This Bill is, indeed, the legislative mechanism upon which the two-thirds gender rule will be achieved and realised. view

  • 27 Feb 2019 in National Assembly: We will have Private Members’ Bills, which will be introduced for First Reading and then sent to committees. We had no business. In that situation, we had to bring in Order Nos.10 and 11 which are committee reports so that the flow of business this morning is not hampered. I am sure Members will agree with me that under the circumstances, this is usually a day slotted for Private Members’ Motions, but because there was no business from the Private Members, all their Bills will go to the Government Printer for publication.
