It talks about the Kenya National Accreditation Service. It deals with where the headquarters will be. Section 6 deals with the functions of the Service. Hon. Deputy Speaker, Hon. Barasa is out of order in the sense that in the Legislature, it is clearly stipulated in the Constitution and in the Standing Orders that there are two formations, namely, the Minority and the Majority. If there is a Government of national unity or if there is unity in the Judiciary or the Executive, it is not in the national Legislature. So, he is out of order. He is trying to demean the office of the Leader of the Minority Party. His 10 minutes and those of the Leader of the Majority Party are distinct.
