Hon. Temporary Deputy Speaker, I am a man of faith. I used the Quran when I was being sworn into this House. This Bill does not conform to the teachings of the Quran or the Bible. Procreation is allowed in the Bible. If you are unable to procreate, you are asked by the Bible and the Quran to pray until you give birth. Thank you, Hon. Temporary Deputy Speaker. I think this is something we have usually been doing every time we come to the end of a Session. Tuesday will be a day we shall be occupied with a constitutional function, where the President will make an Address to the House. Following that, we need also to discuss the Speech of the President and finish any other important business before we go for the long recess. Speaker, I really want to thank the Court of Appeal, the Speaker’s Office and the Clerk’s Office because, out of the 23 statues which were challenged by the Speaker, the Court of Appeal has confirmed 21of them to be constitutional. Hon. Speaker, I came to the House this afternoon because I was told a response to my Statement by the Chairperson of the Departmental Committee on Finance and National Planning on the Kenya Bureau of Statistics is ready. So, if we have passed that Order, can it be slotted on tomorrow’s Order Paper? I got an email from the Clerk of that Committee that my Statement is ready and it will be read by the Chairperson this afternoon.

Thank you very much. I was coming to the House and I was worried that people were calling for Division on the Waqf Bill. So, when I came in and I knew it was this one, can I go on record with your permission that Hon. Kioni and his Committee were trying undo what the judges said contrary to the doctrine of basic structure in the 2010 Constitution. I was with Hon. Kioni in this House and Hon. Thank you, Hon. Temporary Deputy Chairman and the senior member of the Speaker’s Panel. I beg to move: THAT, Clause 4(1) of the Bill be amended in paragraph (b) by deleting the word “practices” and substituting therefor the word “law”. It is a small amendment. Instead of practice, which refers to anything, we substitute with the word law, because we are dealing with both legislative law and Islamic law, on which waqf is based. I beg to move.
