The law is there and all you need to tell us is the definition of the Committee of Ways and Means. Hon. T.J. needs to amend this law. Secondly, even the Constitution has safeguarded and protected an Act of Parliament. It is one of the very few sections which have been protected in the whole Constitution.

THAT, pursuant to the provisions of Article 94(5) and Article 210(1) of the Constitution, this House: (a) approves the provisional collection of taxes relating to: 1. Income tax; 2. Value Added tax; 3. Excise Duty; 4. Miscellaneous Fees and Levies; and, (b) resolves that in accordance with Section 3 of the Provisional Collection of Taxes and Duties (Cap 415), the collection commences on the date specified in the Provisional Collection of Taxes and Duties Order, 2018 (Legal Notice No.128 of 2018). On a point of order, Hon. Deputy Speaker. I have said many times that this is a House where we make statements based on facts. To my knowledge as the Leader of the Majority Party, Hon. Waluke is not a Chair of any Committee. Unless there was an election last night, the Chair of the Departmental Committee on Administration and National Security is seated here.

Yes, Hon. Speaker. Let me stand in for Hon. Limo. He has too much to deal with after Cabinet Secretary Henry Rotich brought several Bills and legal notices. He has gone to bring the Report on the Legal Notice. This matter is also very straightforward. It is in line with what the Chair of the Departmental Committee on Justice and Legal Affairs has said. Based on the sections of the Public Appointments (Parliamentary Approval) Act, the timeline given for those nominees to be vetted is well stipulated.

mind. It did not capture this. That is why I had difficulty. This crime was committed by the Chair of the Departmental Committee on Finance and National Planning. He has to be there. It is the same issue raised. Because of the time factor, the Act is very specific. Because we are going on recess tomorrow for 17 days, all that we are asking the House to do is to approve an extension of a further period of 14 days, beginning 11th July 2018, but the Committee will conduct the vetting of the said nominee. In the last five years, those of us who served in the 11th Parliament had a serious issue. Hon. Speaker, I am sure you, as the Chair of the Parliamentary Service Commission (PSC), can recall. We had a serious issue. This was the only Commission that decided to discriminate against the Legislature. When it came to the Judiciary, they abided by what they said.
