  • 3 May 2018 in National Assembly: Fourth, our democracy and constitutional institutions are strong, vibrant and capable of addressing all the challenges that may arise. The President in particular challenged the Judiciary and the leadership of this country to play a bigger role in making sure that all of us protect public resources. In discussing the President’s Address, Members will no doubt share in the spirit of the reconciliation “handshake” that has shown the strength of our democracy, the maturity of our politics, the patriotism of our leaders across the political divide, the unity and shared identity of all the people of Kenya. We have shown ... view
  • 3 May 2018 in National Assembly: Madam Speaker, I beg to move and ask Hon. 001, the guy who is dressed in the colours of the Kenyan flag, Hon. Sankok, to second. view
  • 3 May 2018 in National Assembly: Hon. Temporary Deputy Speaker, I need to go on record in the HANSARD that as I was looking at the great lady of Nairobi County, I forgot to look at who has occupied the Chair. I do not look at the back. The Chair of the Budget and Appropriations Committee wants me to look at the back. I ask for your indulgence. I had no bad intentions. I beg to move and ask Hon. Sankok to second. view
  • 3 May 2018 in National Assembly: On a point of order. The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view
  • 3 May 2018 in National Assembly: Hon. Millie said that there are some things which have touched her that make her go quiet for some time. Can she have the pleasure of sharing with this House so that we can help her in those issues that have touched her? view
  • 3 May 2018 in National Assembly: Hon. Temporary Deputy Chairlady, this House is making it very clear that it will not be a rubber stamp and it cannot sanitise a payment that has a lot of issues. This afternoon, the House is telling the Cabinet Secretary in charge of the National Treasury that under Article 223, you paid Kshs1.5 billion to some crooks and until the Departmental Committee on Lands finishes its investigation, that amount of money remains an illegality in the Budget and Appropriations Committee. We want to ensure that no money will be appropriated illegally particularly when the House is aware that that money ... view
  • 26 Apr 2018 in National Assembly: I want to thank Hon. Keter for bring something which is very serious. He does a lot of his business in the lounge but now he has brought… There is a serious humanitarian crisis in our country. As I speak, the whole of Tana River County is submerged. Also parts of Garissa County in centres like Baraki and Gurufa in Lagdera Constituency, people have not accessed food for the last two weeks. Roads have been cut off and there is complete destruction of infrastructure. If you watch television, the rains have also affected Nyando in Kisumu County. view
  • 26 Apr 2018 in National Assembly: That is why this country must have its priority right. Do those Governors have to sit in Kakamega when the essence of devolution is to help the people they represent? The Cabinet Secretary (CS) for Devolution and Arid and Semi-Arid Lands (ASALs) should not be seated in Kakamega. This matter should be given enough time, either this morning or in the afternoon, so that we can discuss it. There are many people in this country who are Internally Displaced Persons (IDPs). In major towns, we never used to experience flooding but, today, in major estates and urban centres, people have ... view
  • 26 Apr 2018 in National Assembly: The weatherman is saying the rains will continue until June. We must have an emergency recovery system in this country. The Kenya Defence Forces (KDF) must come in. We must allow them because they are obligated under the Constitution to come and offer emergency assistance to the people of Kenya. We need helicopters to deliver food and non-food items to the areas which are landlocked. In Makueni and Murang’a, we have seen over 30 families who are victims of landslides. This is affecting the whole country. I am surprised that there is no water in Ndakaini Dam. This is a ... view
  • 26 Apr 2018 in National Assembly: This matter is very serious and I want you to allocate it not less than 1 hour 30 minutes. view
