I have the Floor. First, I welcome Hon. Junet back to the House. However, I want him to apologise to the people of Kenya who voted for the Constitution in 2010. He was not a Member of Parliament. He was a Mayor of Migori, but the people of Kenya in 2010 and the 10th Parliament implemented the Constitution. Article 108 of the Constitution, under the presidential system of government and the presidential parliamentary system, talks about the leadership of the House that is, the Leader of the Majority Party and the Leader of the Minority Party.
