From the outset, I support it and join my colleagues in saying that it is unfortunate that this Bill has taken such a long period of time. I agree with my former Chair, who I was privileged to serve in the same Committee once, that, indeed, even under our Constitution, the issue of dealing with this Bill has proved challenging time and again. There are people who have finished Standard 8 or who might not necessarily have had the opportunity to even go up to Standard 8, who have not had the opportunity to go to school, but because of drought, their alternative livelihoods of pastoralism or farming has been taken away and they now find themselves in the villages. Even for those who perform poorly in Form Four exams and wish to continue with life, those village polytechnics are the biggest opportunity to help them get those critical skills which can help them get self-employment.
