So, I beg to move that this County Government (Amendment) Bill (Senate Bill No.4 of 2016) be read a Second Time. The initial County Government (Amendment) Bill (Senate Bill 0f 2014) was rejected by the National Assembly because of the choice of the headquarters of county governments of Kirinyaga and Taita Taveta. As such, this Bill was referred to a Mediation Committee. The Mediation Committee, however, seemed not to have addressed the headquarters issues of these two counties; that is very important. The little information I got--- Of course the Cabinet Secretary (CS) and his team at the Ministry of Education, Science and Technology led by the Principal Secretary (PS), the county education directors, the Kenya National Examinations Council (KNEC), the many principals and teachers who participated in the administration of exams, the security agencies – all of them – we must appreciate and recognise them. The little bit I heard about the results today confirms that corruption pervaded examinations in our country compared to last year, only 5,000 pupils got 400 marks and above.
